The Chairperson of this Forum, an economist, has been responsible for designing and researching a regular report on the performance of the local economy. This, initiated by the PCB, is a unique index of LED. It shows the local economy to be extremely buoyant and all aspects of it are discussed in the Forum meetings.

PLANNING & DEVELOPMENT BILL
The KwaZulu-Natal Planning and Development Bill, 2007 will replace all existing planning and development legislation with a single piece of legislation when it is passed. The Bill has been designed to be constitutionally sound, easy to use and promotes appropriate administrative justice. The power to make planning and development decisions is to be devolved to municipalities.
Under the Bill municipalities will be responsible for making decisions on development schemes, the subdivision and consolidation of land, the development of land outside the area of a development scheme, the division and cancellation of layouts, and the alteration, suspension or deletion of restrictions relating to land. The Bill also provides guidance to municipalities on the development of land situated inside the area of a development scheme and the closing of municipal roads and public places and empowers them to enforce their decisions in terms of the Bill.
